Important licensing notes
A 16 Core Pack is a license pack, not 16 separate software boxes.
Under SQL Server core licensing, you license the physical cores on the server or the virtual cores in a VM, depending on deployment model.
Microsoft applies minimum core licensing rules depending on how SQL Server is deployed.
With Per Core licensing, SQL Server CALs are not required for access.
